Why Do I Get Deodorant Balls
policy:
The Four Pillars policy of Switzerland is pragmatic and outcome-oriented. A significant decline in drug deaths and acquisitive crime, improving health of addicts and the disappearance of open drug scenes can be mentioned as the most important successes. The federal government will therefore also be used as part of the "third package of measures to reduce drug problems" (ProMeDro III) for the development and national roots of the innovative four pillars policy.
The prevention pillar contributes to reducing drug use by the entrance to prevent the drug use and drug development.
The column therapy contributes to reducing drug use by facilitating the sustainable exit from the addiction and working towards the conservation of this possibility. It also promotes social inclusion and the health of the subjects.
The column harm reduction helps reduce the negative consequences of drug use on drug users, and indirectly also to the society by providing a more personalized and less socially problematic drug use.
The column with repression by appropriate regulatory measures to enforce the prohibition of illegal drugs help reduce the negative consequences of drug use to society.

Stats
The official statistics of the Federal Office for 2005 is published. A significant increase in drug related deaths in Switzerland of 16% was recorded. In absolute terms, this means that last year 211 people have died in the consumption of drugs. In 15 cantons, the increase was recorded, while unchanged in 6 cantons, the number of drug related deaths and 5 cantons remained a decline.
With 63 drug-related deaths remains the Canton of Zurich runner in this sad ranking. The cantons of Bern, St. Gallen, Ticino (the highest increase in 2005), Basel-Stadt, Vaud and Geneva will follow. In Neuchâtel, a very sharp fall in the number of drug related deaths could (3 in 2005) are listed.
experts see a reason for the increased number of dead as strong in the mixed use of drugs. This is not just about the consumption of illegal drugs, but the mixing of XTC and other drugs with alcohol. The poly drug use (dependence, respectively. Use of various narcotic drugs) is a non-risk young people noticed.

drug policy
In contrast to the Austrian is the Dutch Drug policy as extremely liberal, both in terms of prosecution, as well as the number enshrined in the drug using social measures.
drug policy in the Netherlands found the same place as in Austria on 2 levels. On the one hand, on the basis of the Narcotics Act in the form of criminally sanctioned repressive intervention and the other in the form of social and health policies. This includes in particular the practice of prevention and drug treatment measures, such as counseling, therapy and methadone dispensing. This "twin track" model has its starting point in the protection of public health. The part of the fight against crime is the political aspect ago secondary. The main objective of Dutch drug policy is to bring the drug problem under control. to solve, is regarded as unrealistic. The war on drugs leads, in the opinion of the Dutch policy, not a solution but aggravate the problem.
The Dutch drug policy in the health policy area focuses primarily on enabling addicts to lead a decent life with drugs. Only in the secondary paths are searched in a doorway and a drug-free life. It is content to first order to minimize the social, health and psychosomatic damage caused by the addiction. Moreover, the latter policy is the stigmatization of addicts can be counteracted.
In the criminal area, the Dutch drug policy differs primarily by the division of drugs into substances with "unacceptably high" and those with "an acceptable degree of risk" Europe of many other countries. This distinction applies since 1976. Crimes that have to do with drugs, which are classified as having "unacceptable high degree of risk", these are all opiates, cocaine, ecstasy, and more. Are far more severely punished as crimes relating to drugs with "acceptable level of risk," under this classification fall exclusively all cannabis products belong. For example, the possession of up to 30g of cannabis is punishable as a misdemeanor and not order a criminal offense. However, makes the laws in the Netherlands is not a big difference to other European countries. It is all about the interpretation of laws by the courts. In Holland is the opportunity principle. This makes it possible by ministerial directives, which are regulated as priorities of law enforcement of drug offenses may be waived by a criminal prosecution. Made publicly available by the Ministry of Welfare in 1989 in a brochure:
"The prosecution can from prosecution of criminal acts Refrain when important public interests are at stake. Therefore, specific guidelines for the investigation and prosecution in connection with drug offenses were enacted. "
Also, the threats of maximum penalties for offenses against the law on drugs is much lower than for example in Austria.
Since the mid-90's, however, is years in the Netherlands to observe an increasingly becoming repressive drug policy. The protection of public policy is increasingly at the center. Even if it is other social problems such as prostitution, crime, and so often condemned, which need not necessarily have to do something with the drugs problem, it is in these Discussions but more often to calls for harsher penalties for drug users. Also, see the Netherlands are often faced with criticism from other Schengen member states, especially France, which is a uniform, repressive drug policies do for the EU.
The drug help system in the Netherlands were in the 70s and 80s, especially from small, privately owned, low-contact counseling services and shops that had the accepting drug work prescribed. In addition, there were a few major national institutions working in the direction of withdrawal, therapy and drug-free life. Over the last 10 years more and more of these small, alternative organizations is from the great. This resulted in 15 regional centers for addicts "who work in about 130 local offices throughout the Netherlands.

needle exchange
The needle exchange is a public health measure for people who use drugs intravenously. By exchanging used syringes for clean to the risk of injecting drug users become ill from infectious diseases is minimized. The constant use of sterile syringes reduces the risk of infection to zero.
Very long been known that the common use of contaminated syringes, the risk of contracting deadly infectious diseases such as hepatitis C increases drastically. But only with the spread of HIV in the early 80's the scope of the problem of the prohibition of syringes in public awareness was created. In October 1984, the share of intravenous drug users in the total number of reported AIDS cases in Europe, only 2% of all cases. After a year, in October 1985, the proportion was only 8%.
pioneer Amsterdam
The initiative to install the first syringe exchange program in Amsterdam in 1984 took the then trade association for the fixer, the "junkie Bond" (Fixed-Bund). supported by social workers, the association called for such a program, because a local pharmacy in the summer of 1984 stopped the sale of needles and syringes to about 200 Fixer due to numerous complaints from the surrounding area. The association feared that this would lead to a cessation of sales increase in the transmission of infectious diseases in the Fixer circles.
The Municipal Health Office (GG & GD) then bought large quantities of sterile needles and syringes provided, her once a week at the "junkie Bond" and adopted with the votes used syringes for proper disposal. At the beginning of the program in 1984 about a thousand were exchanged syringes per week. When the AIDS problem in 1985 assumed an alarming extent, done for other institutions to participate in this program. As a result, the options offered very often and made intensive use. The number of syringes exchanged increased from 100,000 in 1985 to 800,000 in 1989 to over one million in 1992. The mid-nineties, then decreased the number of syringes exchanged back to around 750,000 per year because the number of injecting drug users Amsterdam had become smaller ("needle exchange" from: http://de.wikipedia.org/wiki/Spritzentausch on 05/20/2007).

experts for replacement therapy - including heroin.
have vehemently against the demonization of the narcotic problem, a drug-replacement therapy possible, with heroin and for the establishment of consumption rooms in late January prominent Austrian Experts expressed. They have in 2 Edition of the book "opiate" (Springer Verlag) released. In Austria
die each year an estimated 2000-3000 patients on drug side effects. Discussed but is on the 200 drug deaths that were killed there per year in Austria.
30,000 with drug problems
Sabine Haas, lead author of the annual drug report of the Austrian Federal Institute for Health (ÖBIG), led to the presentation of the belt, the latest figures. "The last one for Austria estimate is 30,000 people with problematic drug use these concerns have often not beyond mere use of opiates, but by several drugs. "
The polysubstance using injection of opiates, plus such as drugs and alcohol are one of those blends that are extremely dangerous. Drug related deaths but would usually only associated with the opiate related .
New Regulation of the Ministry
On March 1, two connect to the last controversial regulations of the Ministry of Health to train doctors for drug substitution, and for stricter regulation of drug substitution treatment in force. fact, there is still criticism.
Drug Commissioner of the City of Vienna , David Alexander, admitted that in the past quite a part of the substitution drug had come on the black market: "We are one of the most liberal systems for substitution treatment have had we have lost it.." For the regulations there were objective reasons, there are also more restrictive political conversations flowed.
David wants at least for the future that substitution resources are available not only for oral use: "We should definitely consider whether, in addition to oral and other substitution treatments."
This is the hot topic of the prescription of heroin substitution prescription. In Switzerland and in other countries it has already been tested for addicts who could not get along without the injection of an opiate.
"It's like in the Middle Ages"
The Graz pharmacologist Beubler Eckhard said: "The heroin treatment in the studies has been always the best (...) On the one hand the world is in the modern ways in the heroin treatment, on the other hand, we are reactionary (... ..) It is likely that almost all opiate addicts treated with heroin. But we are 100 years away. In Austria, heroin is banned as a drug. It's like the Middle Ages. " According
Beubler should be reflected in the substitution therapy now advanced to opiates not be classified as superficial dangerous "opiate addiction is a dependency that we can deal with the same agent, from which it arose a alcohol addicts. would not be treated with alcohol. (...) Five to six people die of the substitution therapy. There are also deaths in therapy. This is no different than other therapies. "
8,000 in replacement therapy
in Austria is currently around a third of opiate addicts in substitution therapy. They are the 8,000, including 6,500 in Vienna alone. This is in Europe, a relatively high value, but there are, according to the Bremer experts Heino Stöver also quite catch up.
Sun get 82 percent of the English prisoners offered with an opiate substitution treatment in Austria 33 percent, in Italy, for example, twelve, and in Poland only 0.3 percent.
Stoever said, however: Despite the stringent rules now in force in Austria are probably less complex than those in Germany.
broke "Extremely positive effect of heroin"
A lance for drug substitution with heroin Alfred Springer of the Ludwig Boltzmann Institute for Addiction Research. "In the nineties, there were projects for heroin assisted treatment you were in Switzerland, the Netherlands, Spain and Germany carried out. All these studies have indicated that it (heroin) with these clients has a very positive effect. If you give someone the substitution agent that he wants, you have no problem with it, . That he does not want to take it "
" Do consumption rooms "Hans Mayer maintenance, medical director of the Ganslwirt in Vienna invited, along with dedicated services for young people and older addicts, the establishment of consumption rooms:" That we still have not. . It could be used to push back the lonely death in the apartment "
criticism, he said continues to provide standing before the entry into force of regulations of the Ministry of Health:" A part of the framework (for the substitution therapy, note) is that the patient release of the doctor patient confidentiality must. Patients need to be able to enter treatment, waive a fundamental right. " This is unconstitutional, at least according to a report.

Wehsely against controlled heroin charge (from 16.02.2007)
http://wien.orf.at/stories/172354/
In Germany last been debate about the likely in Vienna the controlled distribution of heroin is not an issue. In an interview, Councilwoman Sonja Wehsely Health (SPO), which made no sense.
substitution programs remain
The controlled distribution of heroin is Wehsely not primarily political. However, whether heroin substitute very well and the procurement for the state rather difficult, so it is currently of the opinion that this makes no sense, so Wehsely to the Austria Press Agentur.Schließlich the illicit drug market is also not for the existing substitution offers a standstill come established Wehsely its position. One limitation of substitution programs, they would not, however.
drug abuse still continue on the road.
no introduction of "rooms" where addicts "
Even so-called" fixer rooms " So consumption rooms for drug addicts, will not promote Wehsely. "I'm considering at the precise moment a politician something when all the experts say: 'Yes, we need', and this is not the case," explained Wehsely. In this context, there is often the misconception that this takes place the drug abuse only in these specific areas and not on the road: "I have the impression that those who mitvertreten that sit a bit of a mistake."
More prevention
need for change however, located the new councilor in the area of prevention. It is true that the Vienna drug plan in Europe leader, but "I think that in the field of prevention can make even more." This is particularly true for the alcohol, fall victim to many young seien.Ebenso they will improve cooperation between police and social workers in the field of drugs through the involvement of other relevant professional groups.
ÖVP welcomes announcements
The People's Party welcomed the announcement that the prevention should be strengthened. Here Wehsely finally seemed on the long-standing demands of the ÖVP Wien recollect was, but the drug had es.Zugleich focus Karlsplatz defused and help for addicts, residents and passers-by found.

Southern Slang For To Kill A Mockingbird
entry of 11 April 2003
Innsbruck addicted people were interviewed.
A turning point in addiction research has made a study of the Innsbruck University Clinic for Psychiatry, the survey of drug addicts. This provides new insights for the treatment of addiction, said Univ.-Prof. Gerald Zernig by the Department of Neurochemistry.
One can be so far assumed that the risk of drug addiction is higher, the faster it goes into the brain. As was erroneously assumed that someone will not be less addictive, if he smoked heroin for example, rather than inject it. Also on the addictive behavior and the effect of each drug they had gained new insights. Addiction researchers and therapists have the time periods, after which the addict feels again craving for the drug to two to three times over-or underestimated. A cocaine addict can feel, for example, after only 15 minutes later the request for the drug. For therapy this meant that the assistance must be adapted. The addict needs help so quickly, Salvatore Giacomuzzi declared a drug clinic in Innsbruck.
for the opioids morphine and heroin have been assumed that it is only in intensity, but differ in the type of effect. The survey among the 54 addicts have been shown to cause different effects. Each drug appears to have a characteristic reaction profile, that's what it is sought and used Zernig said. This was important for the therapy because the patient's needs are too easily recognizable, underlined Giacomuzzi.
is desirable in the therapy for Zernig the use of special substitution drugs. This will cause the patient is normally produced by the drug well-being, withdrawal symptoms off and make the additional intake of other drugs ineffective. (APA)

protocol :
meeting with Wolfgang Gratzel
on 10.05.2007 from 12:30 to 13:10
to the interview with Gschwendtner:
He finds this a very good idea and he would address in particular the following points:
what extent the Politicians or men make Gschwendtner thoughts on health projects (drug projects)?
Gschwendtner As the situation in Innsbruck / Tyrol sees? à What about a guide or model? à this great example of Vancouver
is Gschwendtner As to the projects on drugs?
The projects he has given us the following suggestions:
Canada - Vancouver model for drug policy (the information is Sabine)
Canada - heroin distribution programs (and in other countries)
Germany - controlled use low-threshold work (by Alcoholics Anonymous ) à to the following website www.gk-quest.de (keyword: Kiss - heidelberg)
Switzerland - consumption rooms
Switzerland - Fixerstüblis
drug clinic and substitution in Austria
needle exchange (in Austria still not as widespread)
Other keywords: NOX and Ganzlwirt (or something similar)
to question what it means to be new law to him, he replied that it is meant the substitution of regulation, which was passed in March. Austria set was always very liberal, and the substitution of substances could prescribe any doctor. Then, they have introduced this bill, that doctors must be registered and receive the training to prescribe such agents to be allowed to. The major objective of the Act is to eliminate the black market of substitute products.
Among the speakers:
He says that we may receive funding if a speaker should want. However, this must be discussed with him and only then can be decided.
He also has some ideas for possible speakers and indeed knows he a former addict from Germany - Ammende Günther. (Book: "The drug, the state, death) Ammende would take at a panel discussion, the provocative position.
An interesting opinion would also, by the Minister of Health.
What would be great, but probably not feasible: The mayor of Vancouver, Mr. Sullivan, would be a very great host, very open and progressive.
to drug coordinator - Core Harald: Drug coordinator would occupy an important position in principle, but this is not the case in Tyrol, because Mr. Kern not responsible. So for us not really relevant.
A agreement, we met with Mr. Gratzel, is that we communicate to him via e-mail our progress and not through our blogs (he does not like blogs J ).
He made us 3 books available: 2 books relate to the overall situation and dealing with drugs in Europe and the other book is on Austria.

Chow And Poddle Mix Puppies
with care (Eder Gudrun) 09:00 to 12:15
all present
milestones:
- content and interviews to 21.05. (May still be changed)
- Presentation and fair copy to 15.06.
Catherine had the idea to turn a small film or to make a Power Point presentation that represents the contrasts of the society, such as the golden roof with many tourists and Rapoldi at night (for more information Catherine has)
on Monday or Friday, we want to do the interview with Wolfgang Gratzel to make interesting projects identified. In the Mentlvilla will go Max and Sabine. The date agreed with Mr. Simon Gratzel.
Since Sabine has a time problem, and Max has already completed his research, he will take over the inventory of Switzerland.
We have been thinking, what speakers we invite to the symposium: LR Gschwendtner; drug coordinator Harald Kern and Mr. Gratzel (possibly a former drug addicts)
Our research task is now to be: What successful alternative projects are in the existing drug policy implemented in Austria / Tirol?
The next project meeting is planned for Thursday, 05/12 at 1 instead of MCI.
greetings Sabine
