What is a democratic electoral process?

In Literature of "party dictatorship - the lie of the inner-party democracy" of the EX-CDU member Helmut Stubbe-Da Luz, I came over to me to date not yet known selection procedure of the CDU's Board:
"inner-party voters have in the to fill rule as many votes as positions. They often have (so that the ballot is accepted as valid) use at least half of his votes actually, at the assessor elections to the CDU Federal Executive even three quarters. In this way, many forced them too undesirable candidates mitzutragen. The freedom of choice is restricted in favor of the stability of the majorities for the "top" superior candidates. "
And indeed this is so in the statute CDU on page 26 ff .


§ 43 (elections)
[...] The choice of the four Vice-Chairman [... ] and the seven other members of the Bureau [...] is in a common ballot [...]. ballot that do not have at least half the number of candidates to be elected is checked are invalid. [. ..]
The election of [26] other members of the Federal Executive [...]. ballot that do not have at least three quarters the number of elective Candidates are checked are invalid.
From my perspective, the choice so to speak, only a "rubber stamp" because it is made extremely difficult for anyone to reject the proposal list. For selected, students must get 51% of the vote.

What also makes the electoral process actually undemocratic:
  • The candidates for the new board all proposed in advance by the old board.
  • No one can stand on the national party for the board.
  • There is always only as many candidates as there are board members (no law but the rule).
  • There is no notion the candidates.
  • There is no question and answer session for the candidates.

To complete the picture should be mentioned that state associations can propose members for the board, so as happened here. This happened, however - in my short search - very rare, and in that particular case was certainly the leader of the party, Ms Merkel, previously agreed upon.

By comparison, the Pirate Party offered the party members in the board election of the last national congress of intensive rounds of questions and chose all the board items individually.
